Authorizes the governor to sell, transfer, and convey fee simple absolute interest in multiple state properties including the Nevada Habilitation Center (Vernon County), B W Sheperd State School (Kansas City), Marshall Habilitation Center (Saline County), Camp Zoe (Shannon County), and Springfield Veterans Walking Trail (Greene County)

Authorizes conveyance of two residential properties in Kansas City at 2108 East 35th Street and 2212 Wabash Avenue

Authorizes transfer of several state-owned highway parcels in Pulaski, Christian, St. Charles, and St. Louis Counties to the Missouri State Highways and Transportation Commission for consideration not exceeding one dollar

Requires the Commissioner of Administration to set terms and conditions for each conveyance, including the number of appraisals required, timing, and terms of sale

Requires the Attorney General to approve the form of all conveyance instruments
