State agency employees are prohibited from registering as legislative lobbyists, testifying for or against legislation before General Assembly committees, or being on the chamber floor during sessions while receiving compensation

State agency employees may testify before committees for informational purposes only, and may provide personal opinions on legislation during non-compensated hours

State agencies are prohibited from using public funds to advocate for or against ballot measures or candidates, or to employ or compensate registered legislative lobbyists in any capacity

Violations of the state agency lobbying restrictions constitute a class B misdemeanor

Exemptions apply to elected statewide officials, General Assembly members, judicial branch members, and their staff
