Amends Section 610.021, RSMo (Missouri Sunshine Law) to add a new exemption allowing public governmental bodies to close certain records from public disclosure

Creates confidentiality protection for electronic communications from state employees or taxpayers to elected officials regarding state government performance when made in a whistleblowing capacity and containing a clear request for confidentiality

Defines "whistleblowing" as a good-faith disclosure of violations of statutes, rules, or regulations; mismanagement or gross waste of funds; abuse of authority; or other forms of misconduct

Adds this whistleblower communication protection as the 24th category of records that may be closed under Missouri's open records law
