Limits appeals of school boundary change matters to no more than two appeals for any petition calling for the same or substantially the same boundary change between seven-director school districts

Applies the two-appeal limit retroactively to include all appeals filed before the enactment of this provision

Amends section 162.431, RSMo, which governs the process for changing boundary lines between seven-director school districts through voter petition and state board of education arbitration
