Increases minimum teacher salary from $25,000 to $30,000 beginning in school year 2016-17, subject to appropriation

Raises minimum salary for teachers with a master's degree in their teaching field and at least 10 years of public school experience from $33,000 to $35,000 in school year 2016-17, subject to appropriation

Creates the "Teacher Minimum Salary Fund" in the state treasury to distribute money to school districts to cover the difference between required minimum salaries and actual salaries for teachers earning below the minimum

Requires the Department of Elementary and Secondary Education to prorate funding equally among all eligible teachers if appropriations are insufficient to meet the full need

Fund moneys do not revert to general revenue at the end of the biennium and any investment interest earned is credited back to the fund
