Adds a new criterion invalidating agency rules that are "contrary to the clear intent of the general assembly as demonstrated by legislative history"

Expands grounds for the Joint Committee on Administrative Rules to recommend disapproval of proposed rules, including rules that fail cost-benefit analysis or create new classifications of persons/businesses not explicitly authorized by the enabling statute

Removes the exemption that previously excluded rules promulgated by the Labor and Industrial Labor Relations Commission from committee review

Renumbers existing provisions on arbitrary and capricious rules while maintaining the standard that such rules creating substantial inequity are invalid
