Expands telehealth in MO HealthNet to include asynchronous store-and-forward technology for orthopedics, dermatology, diabetic retinopathy ophthalmology, burn/wound care, and maternal-fetal ultrasounds

Establishes a Telehealth Services Advisory Committee with 8 members appointed by the governor to advise on coverage rules for asynchronous store-and-forward telehealth services

Defines eligible telehealth providers to include physicians, nurse practitioners, dentists, psychologists, pharmacists, therapists, social workers, podiatrists, and licensed counselors

Creates a home telemonitoring program for MO HealthNet participants with conditions including pregnancy, diabetes, heart disease, cancer, COPD, hypertension, mental illness, asthma, or stroke who also have risk factors like multiple hospitalizations or poor medication adherence

Designates 16 types of originating sites for telehealth services including hospitals, clinics, schools, pharmacies, long-term care facilities, and the patient's home, with reimbursement at the same rate as in-person visits
