Creates the Missouri Promise Scholarship program for Missouri residents pursuing associate's degrees, certificates, or diplomas at eligible two-year or four-year postsecondary institutions

Covers tuition and mandatory fees minus all other gift aid received, with scholarship amounts at four-year institutions capped at the average cost of public two-year institutions

Requires students to enroll full-time in the fall term after high school graduation, complete FAFSA annually, maintain satisfactory academic progress, and participate in mentoring and community service programs

Eligibility ends upon earning a credential or after two and one-half years of enrollment; students in the A+ schools program are excluded from this scholarship

Establishes the Missouri Promise Scholarship Fund in the state treasury and includes a six-year automatic sunset provision requiring legislative reauthorization
