Requires the consenting parent or guardian of a minor seeking an abortion to notify any other custodial parent or guardian in writing before securing consent, with exceptions for parents convicted of crimes against children, on abuse registries, subject to protection orders, or with terminated parental rights

Defines "custodial parent" as any parent in an intact marriage or any parent awarded joint legal or physical custody by a court

Preempts local governments from enacting ordinances or regulations that prohibit, restrict, or interfere with alternatives-to-abortion agencies' assembly, religious practices, speech, counseling, referrals, advertising, or communications

Preserves local authority over zoning, land use, and building/fire codes for alternatives-to-abortion agencies, provided they are treated equally with similar agencies

Allows courts to order injunctive relief, damages, and attorney's fees in enforcement actions against political subdivisions that violate the preemption provisions
