Requires design-builders to have at least 50% ownership by design professionals or 50% of board members be design professionals, and mandates political subdivisions retain an independent design criteria consultant for project oversight

Sets design-build authority to expire September 1, 2025, and prohibits state agencies from rejecting water/wastewater projects solely for using specialty construction or specialty construction design contracts
