Increases Missouri's motor fuel tax from 17 cents to 19 cents per gallon

Maintains existing tax rates for alternative fuels, including aviation fuel at 9 cents per gallon

Preserves the phased tax structure for compressed natural gas: 5 cents per gasoline gallon equivalent until December 31, 2019; 11 cents from January 1, 2020 through December 31, 2024; and 17 cents thereafter

Preserves the same phased structure for liquefied natural gas: 5 cents per diesel gallon equivalent until December 31, 2019; 11 cents from January 1, 2020 through December 31, 2024; and 17 cents thereafter

Requires natural gas connections used for both vehicle fueling and other purposes (such as heating) to be taxed on entire usage unless separate metering is in place
