Caps total penalties on distributors at $5,000 per calendar year (or actual deficiency value if greater), with penalties up to $25,000 per offense for knowing and malicious violations

Requires preliminary sample analysis within 5 business days and distributor notification within 2 business days if potential deficiencies are found

Authorizes the board to pursue nutrient research and educational outreach programs, and requires meetings at least twice yearly instead of once yearly
