Calls upon President Obama to approve the TransCanada Keystone XL pipeline to transport Canadian oil sands production to U.S. refineries and facilitate oil flow from the Dakotas to the Gulf Coast

Urges support for oil production permitting off Alaska's northern coast in the Chukchi and Beaufort seas, where USGS estimates up to 27 billion barrels of oil reserves exist

Cites U.S. dependence on foreign oil (nearly half of all oil and petroleum products imported) as an economic and national security concern

Argues the pipeline would create construction and manufacturing jobs while adding billions of dollars to the U.S. economy

Directs the Chief Clerk to send copies of the resolution to President Obama, Vice President Biden, Secretary of State Kerry, House Speaker Boehner, and Missouri's congressional delegation
