Removes members of the General Assembly from the Missouri Citizens' Commission on Compensation for Elected Officials' jurisdiction, which currently sets pay for elected state officials and judges

Creates a separate compensation review process for legislators beginning in 2017, with the commission filing a compensation schedule every two years by December 1st

Requires voter approval for any General Assembly pay changes: the commission proposes compensation, the legislature can disapprove by majority vote, and if not disapproved, the schedule goes on the ballot at the next general election

Mandates at least four public hearings at different geographic locations within the state during the four months before filing any compensation schedule

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
