Proposes a constitutional amendment to expand the allowable uses of Missouri Lottery Proceeds Fund to include early childhood programs, in addition to existing public elementary, secondary, and higher education institutions

Requires voter approval at the November 2016 general election or a special election called by the governor

Maintains existing lottery structure including the five-member State Lottery Commission appointed by the governor with senate consent, with three-year terms and no more than three members from the same political party

Preserves requirement that a minimum of 45% of lottery ticket sales revenue be awarded as prizes, with net proceeds after prizes and administrative expenses transferred to the Lottery Proceeds Fund

Lottery revenues remain excluded from "total state revenues" under Article X of the Missouri Constitution, meaning they do not count toward state spending limits
