Adults 21 and older may possess up to one ounce of marijuana and grow up to six plants (three mature) in an enclosed, locked space for personal use

Establishes a licensing system for four types of marijuana establishments: cultivation facilities, product manufacturing facilities, testing facilities, and retail stores, with the Department of Revenue required to adopt regulations by July 1, 2017

Imposes an excise tax not exceeding 15% on marijuana sales from cultivation facilities to manufacturers or retailers through January 1, 2021, with revenue deposited to general revenue and up to 5% designated for early childhood education and social services

Localities may regulate the time, place, manner, and number of marijuana establishments, or prohibit them entirely through ordinance or ballot measure

Employers retain authority to prohibit marijuana use in the workplace, driving under the influence remains illegal, and property owners may ban marijuana on their premises
