Proposes repealing Section 16 of Article I of the Missouri Constitution, which establishes and governs grand juries in the state

Would eliminate the constitutional requirement that grand juries consist of 12 citizens with 9 required to concur for an indictment

Removes the provision that grand juries can only be convened by order of a judge with felony jurisdiction

Eliminates the constitutional protection ensuring grand juries can investigate willful misconduct by public officers

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
