Proposes a constitutional amendment to extend term limits for Missouri General Assembly members elected after November 1, 2016, from 8 years to 12 years per chamber and from 16 years to 24 years total across both chambers

Maintains existing term limits (8 years per house, 16 years total) for legislators elected on or before November 1, 2016

Excludes partial terms from counting toward limits: service of less than one year in the House or less than two years in the Senate when completing another person's term

Requires voter approval at the November 2016 general election or a special election called by the governor

Repeals and replaces Section 8 of Article III of the Missouri Constitution
