Proposes a constitutional amendment to Article VI, Section 26(b) of the Missouri Constitution to be placed on the November 2016 general election ballot or a special election called by the governor

Maintains the current 15% debt limit for school districts based on taxable tangible property value under existing approval requirements

Creates a new option allowing school districts to incur debt up to 25% of taxable tangible property value with enhanced voter approval

Requires two separate voter approvals at the same election for debt exceeding 15%: a simple majority vote plus a four-sevenths (at general/primary elections) or two-thirds (at other elections) supermajority on a separate question specifying the debt amount

Retains the existing 5% debt limit for counties, cities, towns, villages, and other political subdivisions
