Proposes a constitutional amendment to require 3 of the 8 State Board of Education members be active public school educators: one classroom teacher, one building principal, and one superintendent

Reduces board member terms from 8 years to 4 years, with eligibility for reappointment to one additional term (8 years maximum total service)

Restricts the three educator positions to a single 4-year term with no reappointment, with staggered initial terms of 1, 2, and 3 years respectively

Removes the requirement that board members be "lay" members to accommodate the new educator positions

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
