Proposes a constitutional amendment to shorten legislative sessions in even-numbered years, with adjournment at midnight on March 15th instead of May 30th

Requires two-year budget cycles for appropriation bills beginning January 1, 2017, with appropriation bills only considered in odd-numbered years

Reduces the deadline for introducing non-appropriation bills from 60 legislative days to 30 legislative days in even-numbered years

Shortens special session maximum length from 60 calendar days to 30 calendar days and eliminates mileage and daily expense allowances for legislators during special sessions

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
