Proposes a constitutional amendment to Article I of the Missouri Constitution exempting the state from federal daylight saving time provisions under 15 U.S.C. Section 260a

Requires clocks to switch to daylight saving time on the first Sunday in March 2017 one final time, after which biannual time changes would be permanently eliminated

Establishes that daylight saving time would no longer be recognized as the official time of Missouri for public purposes after the final switch

Includes a contingency clause requiring two adjacent states to pass substantially similar daylight saving time measures before the amendment takes effect

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
