Repeals Section 41 of Article IV of the Missouri Constitution, which currently grants the Conservation Commission authority to acquire property by purchase, gift, eminent domain, or other means for conservation purposes.

Removes language from Section 43(a) that allows conservation sales tax revenue to be used for "purchase or other acquisition of property."

Maintains the existing 1/8 of one percent sales and use tax dedicated to the Department of Conservation for control, management, restoration, and regulation of wildlife, fish, game, and forestry resources.

Requires voter approval at the November 2016 general election or a special election called by the governor.
