Creates a 15-member "Downsizing State Government Commission" to identify cost savings and improve government efficiency, with members appointed for 4-year terms by the governor (5), legislative leaders from both chambers and parties (10)

Requires geographic diversity with no more than 3 members from the same congressional district and at least one member representing each congressional district

Commission must meet monthly, hold at least 2 meetings in each congressional district during its term, and deliver a detailed cost-savings plan to the General Assembly within 2 years of appointment

Reviews taxing jurisdictions, local municipal governments, county governments, school districts, and state agencies for efficiency improvements

Commission disbands when the General Assembly adopts its plan or after 4 years, whichever comes first, and reforms after each decennial census
