Proposes a constitutional amendment to be submitted to Missouri voters at the November 2016 general election or a special election called by the governor

Reduces the membership requirement for individuals to participate in managing, conducting, or operating bingo games from two years to six months of bona fide membership in the licensed organization

Maintains existing requirements that bingo may only be conducted by religious, charitable, fraternal, veteran, or service organizations that have been in continuous existence for at least five years with at least 20 members

Preserves prohibitions on compensating organization members or affiliates from bingo proceeds, and requires all net receipts be used for charitable, religious, or philanthropic purposes

Retains eligibility restrictions barring participation by professional gamblers, felons, paid staff, or anyone convicted of illegal gambling activity
