Submits to Missouri voters a constitutional amendment establishing a temporary 0.2% additional state sales tax and 0.2% additional state use tax, effective January 1, 2017, with revenues deposited into the Transportation Safety and Job Creation Fund.

Tax proceeds are dedicated exclusively to state highway system purposes under existing law or to state transportation system purposes including aviation, mass transit, elderly/handicapped transportation, railroads, ports, waterborne commerce, and bicycle/pedestrian improvements.

Tax is temporary for an initial ten-year period, expiring after the 2016 voter approval; the measure must be resubmitted to voters every ten years for continued approval by simple majority.

Exempts food purchases from the sales and use tax and prevents the fund balance from transferring to the general revenue fund at the end of each biennium.

Ballot title asks voters: "Shall the Missouri Constitution be changed to enact a temporary ten-year sales tax of two-tenths of one percent to be used solely to fund projects to improve state highways, bridges, mass transportation, ports and other transportation options?"
