Proposes a constitutional amendment to allow school districts in first class charter counties to exceed the standard 15% debt limit and incur debt up to 25% of taxable tangible property value

Requires a simple majority vote of qualified electors to authorize debt exceeding 15% but not more than 25%

Additionally requires voters to approve a separate question at the same election by four-sevenths majority (at general/primary elections) or two-thirds majority (at other elections) specifying the debt amount

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor

Maintains existing debt limits for other political subdivisions at 5% of taxable tangible property and 15% for school districts not in first class charter counties
