Adopts the 97th General Assembly House Rules as temporary rules for the 98th General Assembly with amendments to the standing committee structure

Reduces the number of regular standing committees from 42 to 43 by eliminating some committees (Agri-Business, Crime Prevention and Public Safety, Downsizing State Government, Financial Institutions, General Laws, Insurance Policy, International Trade, Judiciary, Urban Issues) and creating new ones (Banking, Civil and Criminal Proceedings, Conservation and Natural Resources, Consumer Affairs, Emerging Issues, Energy and the Environment, Pensions, Property and Casualty Insurance, Public Safety and Emergency Preparedness, Telecommunications, Trade and Tourism)

Eliminates the automatic referral of bills to the Rules Committee after regular committee approval, removing the Rules Committee's authority to limit floor debate time or send bills back to originating committees

Replaces "courtesy resolutions" with "certificates of recognition" for noncontroversial congratulatory items such as birth announcements, wedding anniversaries, and citizen achievements

Establishes 11 select standing committees covering Agriculture, Commerce, Education, Financial Institutions and Taxation, General Laws, Insurance, Judiciary, Labor and Industrial Relations, Social Services, State and Local Governments, and Utilities
