Establishes a new two-tier committee structure with 42 regular standing committees that consider bills and report to 13 select standing committees, which can create committee substitutes and report bills to the Speaker for floor action

Reduces the number of standing committees from the previous structure by eliminating committees including Rules, Budget (converting to select), Agri-Business, Crime Prevention and Public Safety, Downsizing State Government, Financial Institutions, General Laws, Insurance Policy, International Trade, Judiciary, Retirement, Tourism and Natural Resources, Urban Issues, and Utilities

Changes the bill filing deadline from April 1 to March 15 for non-appropriation bills and expands conference committees from three to five conferees from each house for all bills

Requires all conference reports to be referred to the Committee on Fiscal Review before House consideration and prohibits substitute amendments and amendments to amendments on appropriations bills except for technical corrections

Updates terminology throughout the rules to replace "chairman" with "chair," "said" with "such," and standardizes gender-neutral language from "his/her" to "his or her"
