Expands expungement eligibility to include felony and misdemeanor offenses for controlled substance possession, imitation controlled substance possession, criminal nonsupport, first-degree tampering, first-degree property damage, stealing, receiving stolen property, and fraudulent credit/debit device use

Adds section 304.010 (traffic regulations) and section 574.010 (peace disturbance) to the list of misdemeanor offenses eligible for expungement

Requires petitions for expungement of records previously closed under sections 610.105 or 610.106 to be accepted under seal, with hearings open only to named defendants

Removes the separate category allowing Class B or C misdemeanor peace disturbance offenses (section 574.010) to be expunged, consolidating them into the general misdemeanor category

Waiting periods remain at 20 years for felonies and 10 years for misdemeanors after completion of sentence, probation, or parole before expungement eligibility
