Expands voting rights for "covered voters" (military, overseas, and uniformed services voters) to include federal, statewide, and state legislative offices plus statewide ballot initiatives, rather than only presidential and congressional races

Replaces the term "persons in federal service" with "covered voter" and adds new definitions for "uniformed services voter," "overseas voter," and "uniformed services" throughout Missouri election law

Uniformed services voters include active/reserve military, Merchant Marine, commissioned corps of Public Health Service and NOAA, Missouri National Guard members, and their spouses and dependents

Covered voters are exempt from notarization requirements for absentee ballot affidavits, aligning them with voters who have incapacity or physical disability

Prohibits election authorities from rejecting otherwise valid absentee ballots from covered voters solely based on envelope type restrictions
