Amends Section 105.716, RSMo to give the Attorney General exclusive authority over settlement decisions for claims against public baccalaureate degree-granting institutions when those claims involve the state legal expense fund.

Allows the Attorney General to assume full responsibility for investigation, defense, negotiation, and compromise of claims against public universities if the AG refuses to approve a settlement recommended by the institution.

Exempts settlements that do not involve state legal expense fund money from requiring Attorney General approval.

Requires the Department of Conservation and Department of Transportation to reimburse the state legal expense fund for any payments made on their behalf for claims or judgments.

Permits the Attorney General to handle claims against public baccalaureate institutions whose governing bodies have declared a state of financial exigency.
