General assembly members prohibited from accepting compensation as paid political consultants for other state legislative candidates or officeholders, and members beginning their first term in January 2017 or later cannot act as lobbyists until two years after leaving office

Expands lobbyist registration requirements to include school districts with annual operating budgets over $10 million, and adds school superintendents and school board members to the definition of "public official"

Prohibits lobbyist expenditures for state legislators' travel, lodging, food, beverage, or entertainment outside Missouri, with exceptions for 501(c)(3) nonprofit educational events

Requires written invitations at least 48 hours in advance for group legislative events and expands lobbyist registration to disclose all principals in a chain of compensation regarding the same interest

Mandates one hour of ethics training within 120 days for political officers (statewide elected officials, legislators, and designated principal staff), with compensation withheld for noncompliance
