Establishes the Missouri Prescription Drug Monitoring Program (PDMP) under the Department of Health and Senior Services to track all Schedule II, III, and IV controlled substance dispensing statewide

Requires dispensers to electronically submit prescription data including pharmacy DEA number, prescriber information, drug details, patient identification, and payment source for each controlled substance dispensed

Prohibits dispensers from directly accessing the database; they must wait up to 5 minutes for department confirmation that no duplicate prescription exists within the day's supply limit before dispensing

Restricts data access to the patient themselves, regulatory boards, law enforcement with subpoena/court order, judges, and department personnel; explicitly prohibits entering data into the national prescription drug monitoring database

Requires data to be discarded one year after collection beginning August 28, 2017, and makes unauthorized disclosure of PDMP information a class A misdemeanor
