Updates references in the linked deposit program, Vietnam veteran's survivors grant, Missouri National Guard educational assistance, Kids' Chance Scholarship Program, public safety officer survivor grant, Marguerite Ross Barnett Competitiveness Scholarship, advantage Missouri program, and Jim Sears Leadership Scholarship Program

Corrects a cross-reference in section 173.239 from section 173.215 to section 173.1104 regarding student eligibility qualifications for National Guard educational assistance
