Mandates election authorities publish legal notice of both the primary election for the special election and the special election itself in newspapers of general circulation

Specifies that if only one candidate files by the deadline for a special election primary, no primary election will be held; this requirement does not apply to nonpartisan elections

Repeals Section 115.381, which previously required the Secretary of State to notify election authorities of party nominating committee selections for special elections
