Establishes Urban Agricultural Zones (UAZs) in blighted areas within metropolitan areas, providing property tax abatement for up to 25 years and allowing grower UAZs access to wholesale water rates; creates a 7-member UAZ board and the Urban Agricultural Zone Fund funded by local sales taxes from UAZ product sales

Requires beef commodity councils to hold a producer referendum approved by majority of votes and majority of production before collecting state beef checkoff fees after August 28, 2015, with fees not to exceed the federal assessment amount

Increases vehicle weight limits for hauling milk (farm to processing facility) or livestock to 85,500 pounds on non-interstate highways, and allows vehicles hauling grain or grain co-products during harvest to exceed weight limits by up to 10%

Raises minimum required liability insurance for certified commercial pesticide applicators from $25,000 to $50,000 per occurrence and streamlines renewal requirements by allowing maintenance of documentation at business location rather than annual submission to the department

Extends liability protections for inherent risks of animal activities to livestock activity sponsors, owners, facilities, and auction markets in addition to existing equine activity protections, requiring warning signs to be posted at facilities
