Former state legislators prohibited from lobbying until one full regular session of the General Assembly has convened and adjourned after leaving office, regardless of whether departure was by resignation, expulsion, or term limits

Establishes campaign contribution limits per election: $5,000 for statewide offices (governor, lieutenant governor, secretary of state, treasurer, auditor, attorney general); $1,500 for state senator; $750 for state representative

Caps aggregate contributions to any political party committee at $32,400 per calendar year, with limits adjusted for inflation starting January 1, 2016

Lowers threshold for 48-hour electronic reporting of large contributions from $5,000 to $2,000; requires state legislators and statewide officeholders to report contributions of $500 or more within 48 hours during legislative sessions

Violations of contribution limits subject to surcharge of $1,000 plus the amount of the nonallowable contribution, with candidates given 10 business days to return improper contributions before penalty applies
