Public employees must provide annual written authorization before union dues, agency shop fees, or other fees can be withheld from their earnings, using a standardized consent form with specific formatting requirements (24-point bold title, 14-point bold text)

Public labor organizations are prohibited from using any portion of member dues or fees for political contributions or expenditures without separate written authorization renewed every 12 months

Unions must maintain records of all political use authorizations and fund transfers, and submit copies to the Missouri Labor and Industrial Relations Commission

Employees who decline to authorize political contributions cannot have their dues or fees increased as a substitute, and signing or refusing to sign authorization forms cannot be made a condition of employment

First responders as defined under section 192.800 and their representative labor organizations are exempt from these requirements; the act includes a referendum clause requiring voter approval in November 2016
