Expands the Career and Technical Education Advisory Council from 11 to 15 members, with the commissioner of education now appointing members instead of the governor

Adds four legislative members: two senators appointed by the president pro tempore and two representatives appointed by the speaker of the house

Requires council membership to include representatives from career and technical education centers, business community, State Technical College of Missouri, community colleges, universities, apprenticeship programs, and school administrators

Mandates three current or retired career and technical education teachers who served as advisors to student organizations such as DECA, FBLA, FFA, FCCLA, HOSA, SkillsUSA, or TSA

Maintains council responsibilities including developing statewide strategic plans, identifying service gaps, submitting annual reports on career and technical education budgets, and recommending oversight procedures for student organization funds
