Establishes a public campaign financing system for Missouri legislative and statewide candidates who collect qualifying contributions ($5 each) from registered voters—250 contributions for state representative, 500 for state senator, and 250-500 in six or more congressional districts for statewide offices

Creates the Fair Elections Trust Fund funded by qualifying contributions, a $3 voluntary tax refund check-off, fines, and voluntary donations to provide public financing to certified "participating candidates"

Caps contributions to political party committees at $5,000 per year in aggregate and limits participating candidates to accepting no more than 5% of their public financing amount from any political party committee

Provides matching funds to participating candidates when opponents or independent expenditures exceed specified thresholds, capped at twice the base public financing amount for the applicable office

Includes a referendum clause requiring voter approval at the November 2016 general election and imposes civil fines up to 10 times excess amounts and class D felony penalties for knowing violations of the public financing rules
