Defines "emergency worker" as a registered Missouri voter engaged in responding to an emergency declared in Missouri, any other state, or by the federal government

Allows emergency workers during a declared state of emergency to request, receive, and return absentee ballots and accompanying materials by mail, facsimile transmission, or electronic transmission

Extends the absentee ballot request deadline for emergency workers to 5:00 p.m. on the Monday immediately prior to the election if the emergency is declared after the standard deadline

Requires absentee ballots cast by emergency workers to be received by the time polls close on election day in order to be counted

Contains an emergency clause making the act effective immediately upon passage rather than waiting until August 28, 2015
