Creates separate categories for "animal trespass" and "livestock trespass" under new section 578.040, with livestock defined by reference to section 265.300

Removes the 12-hour time requirement for animal trespass violations, making owners liable when animals trespass regardless of duration; retains the 12-hour requirement only for livestock trespass

Removes the definition of "adequate control" from the general animal abuse definitions (section 578.005) and places it specifically within the trespass offense section

First offense remains an infraction with fines that may be waived if permanent remedies are made; subsequent violations elevated to a class C misdemeanor

Exempts the same activities as other animal welfare laws, including veterinary care, hunting/fishing, rodeos, farm animal husbandry practices, and killing animals injuring persons or farm animals off the owner's property
