Caps annual disbursements from the fund at $10 million

Requires the Department of Public Safety director to create an application process and administer the fund, with the state treasurer serving as custodian

Prioritizes funding for political subdivisions in counties with high crime rates, defined as the top 25% of counties with the highest overall crime rate based on state highway patrol uniform crime reporting data

Fund balances do not revert to general revenue at the end of the biennium, and investment earnings are credited back to the fund
