Establishes reduced filing fees for electronic submissions across multiple business entity types, generally setting electronic fees at approximately 50% of paper filing fees (e.g., LLC articles of organization reduced from $100 to $45 electronically, corporation reinstatement from $50 to $25)

Removes the December 31, 2017 expiration date from provisions allowing the Secretary of State to collect an additional $5 technology trust fund fee on business filings under chapters 347, 351, 355, 356, 358, 359, and 417

Requires the Secretary of State to implement and administer electronic filing systems for cooperative marketing associations, LLCs, corporations, nonprofit corporations, partnerships, limited partnerships, and trademark applications

Applies fee reductions to a wide range of business filings including articles of organization, certificates of authority, amendments, mergers, dissolutions, name reservations, registered agent changes, statements of correction, and reinstatements

Waives certain filing fees for Missouri residents who are members of the Missouri National Guard or other active duty military when forming LLCs, corporations, nonprofit corporations, or partnerships
