Extends fiscal note cost projections for proposed legislation from two fiscal years to five fiscal years, or longer if the legislation is being phased in over a period exceeding five years

Mandates the oversight division prepare a current services baseline by January 1st each year projecting the cost of maintaining the same quantity and quality of services in the next fiscal year

Creates an 8-member Consensus Revenue Estimate Committee including legislative leaders, state officials, and economists to produce official revenue estimates by December 20th annually, with required revision meetings in spring and late summer

Requires the tax expenditure budget to be made publicly available in a user-friendly, easily understandable format
