Expands MO HealthNet eligibility beginning January 1, 2016 to adults ages 19-64 with income at or below 138% of the federal poverty level (133% plus 5% income disregard)

Requires the Department of Social Services to provide a health benefits service package meeting federal benchmark or benchmark-equivalent coverage requirements under the Affordable Care Act

Mandates provider reimbursement rates comparable to commercial payment levels with annual trend adjustments, determined by the department potentially through a contracted actuary

Automatically terminates the expansion if the Affordable Care Act is repealed or if federal funding falls below the percentages specified in Section 2001 of the ACA as of March 28, 2010
