Establishes per-election contribution limits of $5,000 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general), $2,500 for state senator, and $1,250 for state representative

Requires contribution limits to be adjusted for inflation every two years starting January 1, 2016, based on the cumulative consumer price index and rounded to the nearest $25

Attributes contributions from donors under 14 years old to their parents or guardians, with 50% credited to each parent if two custodial parents exist, or 100% to a single custodial parent

Adds these limits as section 130.074 to Missouri's existing campaign finance laws under Chapter 130, RSMo, supplementing limitations already in section 130.031
