Beginning in school year 2016-2017, eliminates the minimum number of school days requirement (currently 174 days) and requires only 1,044 hours of actual pupil attendance for a school term

Establishes a school transfer system allowing students in unaccredited schools within unaccredited districts to transfer to accredited public schools in the same or adjoining county, or to nonsectarian private schools with tuition paid by the sending district (not to exceed 70% of per-pupil cost)

Creates three regional Education Authorities (St. Louis Area, Kansas City Area, and Statewide) to coordinate student transfers from unaccredited schools to accredited districts or nonsectarian private schools

Requires the State Board of Education to adopt a classification system that accredits individual attendance centers (schools) separately from the district as a whole, using designations of unaccredited, provisionally accredited, accredited, or accredited with distinction

Creates a "School Transfer and Improvement Task Force" to study failing schools, transfer finance formulas, virtual/blended schools, and transient student assistance, with findings due by February 1, 2016
