Expands the definition of "neighborhood organization" in Kansas City (home rule cities with 400,000+ inhabitants in more than one county) to include community development corporations under section 32.105 and organizations recognized by the municipality as neighborhood associations

Removes the prohibition that prevented neighborhood organizations from bringing nuisance actions if the organization or its directors owned property with delinquent taxes or outstanding code violations in the same city or county

Broadens the definition of "nuisance" to include conditions that are injurious to public health, safety, security, or welfare of neighboring residents/businesses, or that impair reasonable use or peaceful enjoyment of other neighborhood property

Requires courts reviewing nuisance claims to determine whether a defendant's compliance with orders from DNR, EPA, or the Attorney General would prevent municipal enforcement of the applicable code or ordinance

Updates terminology from "not-for-profit" to "nonprofit" and clarifies that notice requirements apply to corporations, limited liability companies, and other legal entities
